CPU‑LEVEL — Cross‑Platform CPU Behavior Controller

CPU‑LEVEL is a cross‑platform tool that lets you switch between different CPU behavior profiles on Linux and Windows. It does not change the physical frequency (many CPUs don’t allow that), but it adjusts governors, performance bias, turbo flags and power‑management parameters to create practical CPU modes:

• MIN → lowest power behavior
• MEDIUM → balanced behavior
• MAX → highest performance
• CUSTOM → user‑defined bias level

The tool is designed to be fully generic and safe: it works on modern Intel/AMD CPUs, even on systems where frequency scaling is locked by hardware or BIOS. Both platforms include a reverse script to restore the original system behavior instantly.
